Biography
Xinli Guo, male, Han Ethnic, born in Beijing in June, 1960, a member of the CPC , recieved his doctoral degree from Shanghai Jiao Tong University. He is now a member of the Academic Degrees Committee of the State Council and the Executive Secretary of SJTU University Council.
He has long been engaged in the core construction in higher education and research and management of graduate education. He is mainly in charge of the implementation of the Project 211 and Project 985, the construction of the national key disciplines, and the comprehensive reform and revolution of graduate education. He  worked as Principal Staff Member, Deputy Director, Director, Assistant  Inspector, Deputy Director-General, and Director-General of the Graduate Department and the Higher Education Department of the Ministry of Education, PRC, and served the temporary position as Director Assistant of Suzhou Municipal Education Bureau, and also held the position as the Deputy Secretary-General and Deputy Director of the Office of the Academic Degrees Committee of the State Council, the Office Director of the Inter-Ministerial Coordination Group of the "Project 211", and the Office Director of the "Project 985" of the Ministry of Education and the Ministry of Finance，PRC.
He led editing The Report of the Development of Academic Degrees and Graduate Education in China, The Report of the Construction of "Project 985", and The Report of the Quality of China's Ph. D Students, etc. He is the Chief Editor of The Path of Constructing High-Level Universities in China-From Project 211 to Plan of 2011. He also published several papers including "Cumulative Distribution Rules of University Functions" on journals such as China Higher Education and Chinese Journal of Management Science.
